NPHQ > State Quality Partnerships

State Quality Partnerships: In every state to make highways first rate.

Welcome to NPHQ's State Quality Partnership (SQP) site, designed to assist state chief engineers in launching SQPs and help current SQP directors review their partnerships in light of NPHQ's new accreditation criteria. The links on this page lead to "How To" and accreditation resources, background for SQP charters, articles about the progressive Maryland Quality Initiative and Georgia Partnership for Transportation Quality, and contacts.

A state quality partnership is a voluntary, active group of professionals who meet regularly and share common goals for the continuous improvement of highways, roads and bridges. Members represent the state department of transportation, Federal Highway Administration division, industry associations of practicing construction contractors and design consultants, city and county officials, and other stakeholders. An SQP advances service, safety, efficiency and environmental stewardship. It sends the clear message that a state DOT plans to capture every opportunity to serve the driving public and boost economic prosperity.

With questions, please contact the Executive Director of the National Partnership for Highway Quality, Bob Templeton, at (512) 301-9899. He or an NPHQ Steering Committee agency/industry team would be pleased to meet with state chief engineers and their teams, distill the process, and introduce the NPHQ accreditation process.

How To Grow a State Quality Partnership PDF (PDF, 986KB)
This booklet outlines the reasons for an SQP, formation of the team, charter-crafting, the kick-off meeting, how to sustain the momentum, and more. The booklet introduces NPHQ's two-tier accreditation process, with criteria for Tier 1 and Tier 2 accreditation. Printed copies of this booklet are also available; contact NPHQ to request one.
